The fact that some people have and use alts in game is obvious and known to all. Personally I can't say whether they're prevalent during NPC fights or present in any relevant number, it's kinda hard to discern especially if you're fighting yourself. And aside from obvious bot behaviour (only moving after its "master"), people sometimes behave like bots inadvertedly (stop casting due to phones ringing or personal conversations, etc. Not everyone steps in an isolated bubble once they log in).
This accusation has been brought many times already, and the GM response has always been: alts are tacitly accepted as long as you're not using software to control them. If you have a problem with people using alts, start there. The idea to give away NPC armor to those who you perceive as "cheaters" is sort of ridiculous.
