Gorran, please calm down a bit before posting.
I know communication is not the best, and often things change first, the announcement follows later, and even only after that a discussion about the change starts. It's all the wrong order.
In this case there has been a mentioning of this change in the forum. I searched it, but couldn't find it. It was realted to the discussion about the banning of someone who used multiple accounts to help his own (1-human-person) gameplay.
So while I totally agree to anybody who criticizes the way official communication is handled in this game, before exploding with rage I'd recommend first asking kindly in the forums. Secondly if it cannot be clarified by players already, follow it up with a ticket.
That one statement I cannot find also mentioned that this would restrict families or larger households, and that they do not intend this. So if any family or household has a problem with this the poster encouraged to file a ticket, so they can look into this and fix it. So there seems to be some kind of white list of accounts.
In my opinion this is an ok policy to have and there's absolutely no reason to make life harder for Winchgate and subsequently the people who actually run the game: dev(s), and the group of volunteers(!) who run all of our customer tickets, events and other ingame support issues.
Again, I can relate to complaints about the communication, but always remember that our volunteers are those who hear the complain - most likely not the ones you want to shout at.
Good luck with you ticket and hope you can all play together, soon!
