I have no idea if this is the case on Aniro and Arispotle as well, but on Leanon Rotoas grow around the main cities for some time now. You can get low-level flowers from them, and probably they play part in the occupations, but lore-wise this is heresy, really ;). Could not other plants be used for that instead? It's not a bug as such, but definitely has to be seen as erratic.
