Generally to sell sets you cannot entirely rely on the merchants, because you have to check first if there are all the pieces of an armor or jewels. For jewels this is really annoying.
So, mostly, if you sell a set you just do it outside of the merchants.

I think would be helpful to have a new tool, a box with 10 slots for jewels and a box with 6 slots for armor. Possibly craftable similar to the crafting tools or buyable at tools merchant.

So you can sell an entire set presenting the box at merchants, with the "info" showing the content.
Prices of the box would be of course the sum of all the items inside.
A damaged box will still be sellable to other players, as long as the content is not damaged (or simply remove the durability for boxes).
Opening a box to get the content will destroy it, to avoid to fill the bark with tons of boxes.

As a crafter, it is most frustrating to craft a complete set of jewels/armor, only to see someone in need has only purchased 1-2 pieces from it.

I get that some people only need individual pieces, but ... they shouldn't, if we had boxes in the first place.
