Had this experience lately ... and here's how I solved it.
Ryzom was unplayable ... constant Please Waits. Checked Bandwidth Monitor on Router and it was showing slightly more than the ISP guaranteed minimum speed in one client. So checked my son's box and Steam was downloading an update to a game. According to Steam, it was downloading at an average rate of 11.2 Mbps and peaking at 12.4 Mbps
And yet the router was indicating that bandwidth on that channel ranging from 200 to 500 Mbps. Yes ... delivering 12 but consuming 200 - 500.. Whatever I set the limit to... he would get about 1/3oth of that.
Lmiting it in steam app didn't seem to change anything. This appears to do the trick.
