Having the Army Remove the tribes forcefully would most probably cause a civil war in the desert. But having the army patrol and arrest the hostiles who attack homins that are just passing by might just do good.
It's alright to protect the water from the predators and frahars, but not from the other desert dwellers that have the right to circulate around Dyron without getting attacked for no valid reason.
There should be water delivery missions from the lakes to the desert tribes, and quotas to be filled, just like when we were building the towers and feeding the troops... that's what being a water carrier is all about, right ?
