I have trekked to Forest and Jungle at lvl 27, i have to admit i ended up having a lot of DP (Death Penalty) but i did get there.
There are organized treks every week atleast twice, tuesdays and thurdays, and some ppl like me do it when someone is in need but cannot be online when the organized treks happen.
