You won't make for better PvP-ers by imposing more restrictions on them. If you want more good PvP-ers, then you should stop with the, "I don't like it, so others shouldn't be allowed to do it", mentality. I get enough of that IRL... and these forums. In fact, you showed a bit of the attitude that killed my interest in PvP.
Instead, think about why they are even going through the added hassle of constant alt-tabbing and solve what you see as "a problem" at the roots instead of simply banning a symptom and having some people give up on PvP altogether. Those who have the potential to be good at PvP are savvy enough to know that it's better to master handling one toon in a fight before adding the complexity of alt-juggling anyways, and the competent alt-using PvP-ers are trying to keep things interesting by developing a new skill instead of merely staying with the same-old-same-old. So banning alts would punish those who don't have the potential to meet the high expectations some have and those who are trying to stave off boredom by expanding their skillset, but would not make for more good PvP-ers.
As for a point you raise later in the post, the hardware requirements for running two clients is not steep, especially not compared to the requirments to run a single instance of many games made after 2015. Given that I can dual-client at 1080p on a $500 PC from 2014 and still keep my framerates high, I'd say that PC hardware is not a big issue.
