The answer to the problem is simple and elegant:
Remove all range weapons from OP battles. (i.e. by command of Ma-Duk and Jena, they will not work inside of the battle zone).

This solution is only partially tongue-in-cheek. I regard all the range weapon technologies as over-powered in OP situations and wouldn't mind seeing homins weaned off of them.
(And yes, before the 2nd Swarming I owned OPs and participated in OP battles.)
