The lowest degrade you will produce is 80% of the action quality. So for your example, a q110 action will degrade as low as q88.
On a slightly more complex note, I am curious how overcrafting affects degrades. For instance, would my armor degrade based on the q250 of my action, the actual level of my skill in that particular piece, or some calculated value in between?
