On the page about the basics of occupations, it says that every 20 hours, for 5 minutes, a player can make the objects for that occupation (the magnetic cards that give a bonus, for instance).

Does that lock a person into being on at the same time, for the explicit reason of that 5-minute window?

Just wondering, since that was my interpretation, and that sounds unnecessarily restrictive.

mission can be taken after 20hour cooldown. Mission timer is 5min.
Server restart also clears cooldown it seems. yay!
