I'm from a country where $10 (for an MMO) is somewhat between "a big deal" and "eh, affordable". So I can see where people are coming from when they're concerned about not being able to constantly pay. Think eastern Europe and other such places.
Still, I keep an alt for any such unfortunate times, and for all intents and purposes, it's the same thing. Capping a player to f2p levels means they'll be unable to do most things that they love, be it crafting, digging or hunting. Not to mention the dev effort expended to make sure all loopholes are closed (like pulling down the dodge/parry abilities, etc). In principle I'm against the proposal.
However, I do know some people would love to come online and chat, and maybe they'd like to do that as themselves. So disabling all skills, only allowing them to be online might do the trick?
