Firstdo. you seemingly did not understand. Assume somebody crafting with armilo tools q50. They are meant to be used between 1..99, not 1..90. That is indeed a difference, and not an unimportant one.
Beneath that, a wrong order of evaluation is simply .. wrong. The bug hits and does not say "hey you are attempting to build a q100 armor with a q200 tool, but I require that you change your plan stanza to q240 at most", which were wierd enough. Instead, an error message shows up telling you that your q200 tool cannot build a crafting of the quality you are attempting to build, which is factually wrong.
