Declaring war costs dappers, if a F2P is given dappers / able to afford this and is also GL / HO why would he/she not be allowed to click an OP? I don't see the problem.
I agree. The cost of declaring on a 250 outpost is quite high, so the only practical way an F2P toon can declare is if they're a sock puppet for a subbed player. Add in what even one multi-master can do do F2P toons and the only time you might see this is if someone makes a lame attempt an anonymity that will disappear the instant first contact is made, generally long before the actual start time.
In other words, I don't see a problem here.
