If you're already talking about colors...
Why not use the (harvestable) mission mat dye and make it possible to dye WHITE armor with it?
The artisan NPCs doing the coloring could be paid with faction points and you could gain them as well by delivering the right colored dye to him as well. (The Artisan only provides the faction color as long as it's on stock - other colors would have to be harvested or bought at the faction merchant (that accepts all colors for delivery)

- you get faction points + dappers upon delivery (accepts all colors)
- you can buy dye from him if it's available
- NPC artisan
- Dyes white armor
- turquoise if available
- other colors only if provided with the armor
- you get faction points upon delivery (accepts turqoise only but at slightly other rate than merchant eg. more faction ponts and less dapper)
