Trainers not showing showing plans. Where do I go to get tool plans?

Tool crafting is done with Outpost materials. The trainers are located in a separate area, you might notice Big Trepan and Tree Bore specialists. Most guild High Officers know and can craft these plans. It is not recommended for low level crafters to learn these plans as you usually can ask for one of the special tools if you need it to try and boost items made for other players. Save your crafting points until you need these skills.
