I want to start crafting Egiros-Duk Picks. I have the plan, the skill and the tool. All that is missing is the material. Since I do not have any Outposts, I need to buy that material from someone.

Only two outposts produce that material as far as I know. Whirling Stronghold (Guardians of Jena ?) and Malmont Farm owned by Eye of Atys.

In other words, Scorpius, Ulsort or Mellandor are probably the ones who can help you best.

btw., egiros is pretty rare and much sought after. I only have 2 myself I got as a gift, and am keeping them for the day I can dig q250 sup mats.
