They're well balanced. With hand to hand that is :)

Staff = smashing weapon with the damages of a dagger, and the speed of a sword = worst stuff ever...

Furthermore the staff "adversary parade modifier" is totaly screwed...
If your staff got this stat at 0% your target gets a parade malus of -15
If your staff got this stat at 100% your target gets a parade malus of only -5
So your target have less chance to parry a basic staff than a supreme staff...

yeah, I noticed that when testing after the patch, so it wasn't just me then :P
