Apparently there is no "official" statistics concerning what skills are needed to use certain qualities of items. This is my best guess based on looking at the crafted items available to me:

Melee Weapons : Strength +10
Range Weapons : Balance +10
Heavy Armor : Constitution +10 AND (highest) Skill +25
Light Armor : (highest) Skill +25
Medium Armor : (highest) Skill +25 AND Constitution *1.5
Jewelry : (highest) Skill +25
Big Shield : Constitution +10
Small Shield : Constitution *1.5

Example 1:

I have a piece of Medium Armor of quality 105 (I love my medium armor)
This means that my highest level need to be at least 80 AND my Constitution needs to be at least 70.

Example 2:

Inversely

If my highest level is 126, my strength is 100, my constitution is 125, and my balance is 120. Then the best I can buy is:
q110 melee weapon
q130 ranged weapon
q136 Heavy Armor
q151 Light Armor
q151 Medium Armor
q151 jewelry
q135 Big Shield
q187 Small Shield

And I have just realized that I forgot my amplifier stats.... CRAP

What level item you can use is always related to your level. For all items this is level+25, so long as you keep the relevant stat maxed. Stats will always max out at 15 over your level, and all stat based requirements are stat+10.

Given that you can only craft in increments of 10, unless you use mats or malus to achieve values inbetween, this rule generally stands.

For medium armor, the rule is OR and the lowest value is considered. For example if you master healing but only have 100 Const., the latter value controls.

Just noticed you mention levels in HA. While the assumption is correct (see my previous post) is that actually stated as a requirement? My memory is hazy, at best, these days. I can't recall seeing it myself.

I think we discussed the MA situation in uni the other day. Technically you need to meet both requirements so AND is correct, but realistically the limiting factor is your constitution, since if you have the constitution upgrades available then you automatically have enough levels to meet the skill part of the requirements. I have to check on an alt to see if that is still true for even toons with dig as the highest skill, but I'm certain it's still close enough that saying your max wearable MA is 1.5*const.
