I played for a week or so when it first came out and I have recently returned. I was wondering if there were any new guides for new players and I gave a quick search and only found links from 2004. Im not guide at picking a plan off attack when I have multiple options and am literally just running circles in the starting area trying to figure out what I should do next.

There have been a few posts on these forums where new players ask questions and got decent answers. But I don't think there is an all round guide.
On this webiste http://ballisticmystix.net/?p=silan ('bmsite.net > silan guide' for short) you'll find a guide for all missions on silan I think.
But rember this game gives every option to the player in terms of what he wants to do and learn; and every player does it differently. Feel free to ask any questions you have in universe chat or on these forums and I'm sure ppl gonna help you out or die trying.

Sounds like you need to speak to Chiang - big blue dude on the hill in the main camp.  He will direct you to the trainers where you can learn all about how the game works.
