I was taking the Zora New Horizon transport, when I saw an option on the place-to-go menu labeled "Miss Atys". Being curious, I clicked on it, and found myself in the far west of Maiden Grove near the Great Boulder in the middle of a KotD spawn.
Anyone know what this is?

Yes, that is a makeshift destination generated during the event of electing Miss and Mister Atys. At that time, that location was decorated for the event, and as it is somewhat tedious, and utterly dangerous for lower levels to reach it, that teleport has been installed. It may be removed without further notice anytime, as long as it exists, enjoy it.
