The circles of Hoi-Cho receive a letter from the akenos Gunbra

[ooc]In this letter I will try to be polite with the use of titles and naming conventions, but I could make some mistakes, because of my english level. my apologizes[/ooc]

Dear zorai people

During our last assembly in pyr, we (akenak Icus, akenak Rollocks and myself, akenak Gunbra) had an argument with your representative ambassador Zhoi.

The griefs we have:
1) During the assembly, ambassador was making a laugh toward akenak Icus. I don't think it's the way that zorais do politics, but maybe I'm wrong. An ambassador coming and insulting our representatives not in front of them is not the best way to gain respect. If she had something to say, she could ask to speak, and confront Icus openly. We fyros dislike snake tongues, and I expect from an ambassador to understand that.
2) After the assembly, the ambassador provoked us again by insulting both our akenak Icus and our beloved sharükos Lykos.
3) It's not the place of any ambassadors to learn us how to speak and how to show our loyalty to our sharükos. This point is between us and our sharükos! The sharükos ask us to counsel him, and it is our duty to say what we have to say until he made his decision!

I understand that you made a mistake by sending someone who can't obviously understand our people, our ways and our traditions. But by insulting us first, the ambassador Zhoi lost all respect that could a guest receive. All we have seen, is an ambassador coming with insults in her mouth and waiting to be treated as a queen. Even the matis ambassador was less arrogant, usually it is their manners.

But I don't see ambassador Zhois's mistake as a mistake of the Zoraï people. I always considered you as friends and will continue this way. I have some great respect in your people, and some very good friends.

Finally, I admit that I lost my temper, and this is my shame. Responding to your ambassador's insulting was maybe not the best I could do. Ignores her would have been more appropriate.
But I will continue to consider her as a disrespectful guest, as long as she doesn't present apologies.

With my best messages

(ooc: I have translated your letter to German and have tried my best to keep the meaning of your words. Besides it is an interesting idea to interpret Zhoi's words as an insult to the Sharükos :) Still Zhoi will have to pick this argument to pieces of course...)

*Zhoi pins a note to this open letter*

Gunbra Celips, I demand of you to take back your false accusations at once!

You know very well that I asked the question you mentioned during the assembly loud enough to give everyone present - the Sharükos, the Akenak, the Senate - an opportunity to answer. Nobody reacted. I did not see my question as making fun of Icus. I wonder why you do? I was not called to order, so seemingly most of your officials did not misunderstand me. Besides a lot of homins mumured all kinds of things amongst them during the assembly, not me alone. Raising my hand and meekly hoping that someone like Icus would "allow" me to speak? Am I a "little gingo sucking up" to Icus? No way.

As you know I also DID indeed talk openly and directly to Icus about my irritations after the meeting as nobody reacted to them before - so there was no "snake tongue" at all. If you, Icus and Rollocks cannot even take the slightest hint of objection/contradiction without resorting to fierce verbal attacks at once - isn't this a sign of pitiful weakness of spirit?

No, I definitely did not insult your Sharükos nor the Fyros people! Not by even one word.

I did question the way (not the person) Icus was acting - because of the danger that might occur if Icus continues to go against the Sharükos' will which could endanger our alliance. You seemingly didn't understand my true objectives behind my questions, which does not surprise me at all though.

Icus and Rollocks did definitely spout harsh insults about some of the typical features of all Zorai that they haven't taken back. They and you only made matters worse during the past days; especially Rollocks at our assembly of Hoi-Cho, in front of the Sage Sens, brother to our most respected Mabreka Cho.

Well, Rollocks was kicked out because of his inexcusable behaviour that was the opposite to the valued Fyrotic principle of discipline. I am not angered by that, au contraire! By all of this more and more homins on Atys can see what kind of people you three really are and will hopefully stop supporting your high-handedness by accepting it silently as they seemingly did for too long.

I ask of you, Gunbra, to learn to stay true to your Fyrotic principle of truth more than to interpret my words as their complete opposite. You know very well that I merely asked questions about the relation between Icus and the honored Sharükos Lykos - and about Icus towards us Zorai as a people - that you alone now try to interpret with laughable effort to bend my words to make them seem like an insult towards Sharükos Lykor or even towards all Fyros.

There is no way I would ever apologize for something that only happened in your imagination. Next time will you come to me, telling me that you lent me a thousand dappers in your dream and now want them back?

I demand you to take back your lies about me, especially the pure fiction that I was insulting the Sharükos or the Fyros as a people.

(ooc: my german is too bad to check your translation, but you have my confidence for this ^^ And yes the insult against the sharükos is definitively a little bit … exaggeration ^^)

*Gunbra read Zhoi's note: humm... I really need to answer once more at this!
Dear Zhoi,

You persist once again in your ignorance of our traditions. In the fyros assemblies the only one who ara authorized to speak are the akenak, the senators and the sharükos. each other homins wishing to speak need to raise his hand and wait until one of the akenak, senators or the sharükos himself of course.

Obviously, when someone break this simple and very common law, we will never respond to him. If you think that as a Zoraï representative you worth better than our traditions, that respecting them is a problem, you are definitely not welcome at pyr and one of the worst ambassador I ever seen, besides the matis.

Icus has never against the sharükos will. He has given our point of view, and the sharükos has made his decision. More we usually choose an akenak to lead the assembly, giving the right to speak to those who requested it, giving the subjects and launching the votes. We think it is more practical and don't see the point of an ambassador laughing at it.

You wrote: "You know very well that I merely asked questions about the relation between Icus and the honored Sharükos Lykos". Yes I know. And I know too that it is none of your business. I strongly disapproves stranger coming to teach us how to speak during our official assemblies. And if you really wanted to, you could have done this more politely, rather than accusing Icus to be "self-confindent" and if he "aspires to be the next Emperor". That is not a polite asking, that is an attack!

All ambassadors are welcome to Pyr, but they need to follow our traditions. You just acted as if you, as a Zorai representives, we need to accept your way of doing this. As long as you are in our lands, you need to follow our laws and ways.

*Zhoi pins another note to the protocols*

(OOC: no, please don't apologize for your "exaggeration"! I meant to say that this idea was creative and fascinating in my eyes - I really appreciate interesting dialogs like that :) )

Gunbra Celips,

You might be able to remember that none of the officials at the assembly in Pyr told the audience of such rules that you now suddenly mention! If those kind of "traditions" should even exist... Do you and the other Akenak-members expect every visitor to be able to read your mere wishes from your eyes? Do you really know nothing about the biological limits of homins?

You know that when I was talking to the audience the honored Sharükos Lykos was standing at only two Zorai-arms length away on the same balcony as myself to my right side. So your ruler who must have heard my words decided that my question was not against whatever kind of "rules" - as he didn't call me to order.

Do you really wish to contradict this decision of your Sharükos (again) by now suddenly claiming that my commenting question has been an "insult"? Is that how you honor your Emperor?

Well, I have listened carefully to the words that were spoken during the assembly. Even after your respectable Emperor had decided that an official alliance of Fyros-guilds for the domination of outposts in the desert would be not suitable (because of breaking of the Treaty of the Four Nations) your beloved Icus STILL contradicted your Sharükos words and went on arguing. And since with that my worries started so I might unconciously said one or two thoughts out loud. But I definitely never laughed at anyone!

My question if Icus aspired to be the next Emperor the way he spoke and acted could be seen as a neutral or even complimenting comment. Why didn't you think: "So Icus speaks and acts like the Emperor himself, what a praise!"? Or: "So Icus is seen suitable to be the next Emperor, this is a great laudation!"? Why did you choose to think that this question was "insulting" or an "attack" instead? Does this not insult Icus and perhaps even the Sharükos?

If anyone contradicts the word of his or her ruler by not wanting to honor the Treaty of Four Nations any longer this immediately becomes the "business" of all representatives for their countries! Because this is a clear sign that someone thinks of endangering peace and old alliances. And so someone had to check how large or small this danger really was or is. Which I did, as a duty to my people and government.

I am sorry to say that Icus has sunk in my respect during the assembly while contradicting the words of his Emperor repeatedly. After the Sharükos had wanted to hear other countries' statements, only wango-ko Awakened Fey-Lin Liang was called. It seemed at that time Icus already tried to ignore the hands of Azad, Filira Salazar Caradini and myself, so we had to speak up without being adressed in person...

After that I did not respect Icus enough anymore to again raise my hand and wait to hopefully be allowed to speak - as that would have been a sign of bowing to Icus' "permission". I could not possibly lower myself before someone showing such an imagined superior air before his ruler and questioning the Treaty of the Four Nations. That was why I privately had to ask the audience around me (including the Sharükos who stood close) about Icus' stand or rank compared to the Sharükos, instead of making this an official issue. I was practically forced to do so since I could not trust Icus any longer who did not act honorably.

I could have done this more "politely"? Like... how?

Icus hinself said his way to talk to his Sharükos was seen as respectful. I did not act less "respectful" towards Icus in my eyes - since I was just asking questions. And was insulted for that right away. It seems to me that Icus, Rollocks and maybe you yourself can dish it out but can't take it - you seemingly cannot cope with being treated the same way in which you treat others. Is this your honor, your strength?

As you can see there is nothing I did that requires an apology.
Instead it is your turn to take back your false accusations.

*Icus pins a note*

oren pyr Zoraïs,
i didn't wanted to answer again to this futile debate Zhoi started, but some things needs to be cleared. Maybe Zhoi understood the pillar of akash, even if i don't agree with that, but she definitively not understood the pillar of talen.

During the assembly, i've warned the audience about the speaking-rule, when we were speaking of the imperial turnament. I don't see how you can say we didn't tell them this. My amber cube contains the following sentences :
Icus dit : And if you aren't akenos, you aren't allowed to speak before we allow you
Icus dit : there's way too many spectator for everybody to speak in the same time

Again, after sharükos said he wanted to hear new opinions, i've asked Feylin, Luth and Salazar to share their though with us. I couldn't ask the whole assembly, but at least 3 representatives from the 3 other nation.

I don't see when i contradicted my sharükos after he said the law won't be suitable. I only said we will need to speak of the treaty because a lot of things changed since the exodus, and he agreed on this point.

To finish, i will quote one of my ancestors : "Leave the fyros business to the fyros. If there is a problem between one and sharükos, sharükos will settle it himself. sharükos does not need the help of foreigns to rule his country. The treaty says that interference in other nation isn't allowed. We aren't coming to your assembly saying you are insulting your leader or criticize your coutums. Do the same, this is elementary respect.

#22 [en]

Daomei reads and shrugs in disbelief.
Again, after sharükos said he wanted to hear new opinions, i've asked Feylin, Luth and Salazar to share their though with us. I couldn't ask the whole assembly, but at least 3 representatives from the 3 other nation.
Sharükos Lykos asked the represantants of the other nations about their views, not the whole assembly. Akenos Icus seemed to feel entitled to hand-pick the foreign ambassadors he wanted to respond and censor others. I fail to see that the sharükos wanted him to do so. At best he might have asked the foreign ambassadors whether they all wanted to respond or only one per nation. It is a disrespect to the sharükos as well as to the foreign nations when their right to express themselves is preselected and censored that way.

Daomei recalls, as other visitors of Fyros assemblies, other times and customs of the Fyros people, where everybody was accepted to speak out. That the foreign representatives had their say was self-evident.

Beneath that, the assembly location was a disgrace. Daomei has a long professional carrier as a bodyguard, protector of voyagers and guardian of treks. She was extremely shocked finding herself on a crowded balcony few inches afar from the head of the empire of the burning desert.

Daomei had come that close to the late Sharükos Dexton only once when she was honored for services rendered to the empire and the imperial family. Even then, she was the only one to come that close, and some guards and members of the burning faces guild were standing nearby, with the indifferent facial expression Daomei knew so well from her own practice, well aware that it meant utter vigilance and readiness to act immediately.

While picking on other peoples, certain fyros seem to neglect even elementary rules of security, as if the assassination of Still Wyler had never happened. Were the burning faces informed about this arrangement? Daomei cannot imagine as she knows about their dedication and professionality.

There were times when Fyros assemblies took place in the open space behind the Imperial hall. There, the Akenak placed themselves on the stage, some guards between them and the audience, Senators and members of the imperial family also took their places there. In the first row of the audience, the foreign diplomats took place, and other homins as far as the space allowed. Behind them the rest of the audience found places, without crowding and complexities.

The recent assembly place lacks functionality as well as dignity for such public events. It may be sufficient if the Akenak or other officials assemble in closed sessions. The security risks remain. The hall is a multiple story building, and it is well known that magic, and even some ranged weapon fire, may penetrate walls, especially but not exclusively vertically. While that is frowned upon or even banned in combat, an assassin will hardly be impressed by such rules.

Daomei sighs: Instead of picking on foreign nationals, it would be better for the Fyros people to care for obvious security risks.

*Zhoi again pins another note below that of Icus*

Thank you, Icus, for making clear that these words of yours meant to be an explanation of some rules or so. During the assembly at Pyr I thought this was merely a hollow phrasing to justify your personal tendency of ordering around everyone else according to your own wishes and delight as you did at the assembly. I would not have thought of this as some kind of official rule or the like at that time.

Oh, it is not "Fyros business" alone to aim to break treaties with our government, and it is not "Fyros business" alone to insult a lot of Zorais for their political customs. Which you DID. This is our business as Zorai as well, so I had to know how dangerous you really are.

I know now and by that I have reached my goal by questioning you. Well, if asking mere questions was already considered a "interference in other nation" we Zorai should best start building another Great Wall right away to avoid any kind of further contacts with every other Nation on Atys...

Rollocks DID come to the assembly of the Circles of Hoi-Cho, to disrupt it, to spout baseless insults and to refuse to remove his weapon even when asked by our Sage Sens, the brother of our Great Mask Mabreka Cho. So he had to be kicked out. His acts have shown his true colors perfectly well!

Akenos Celips DID come to the assembly of the Circles of Hoi-Cho to demand an apology before the eyes and ears of the Sage Sens for something that happened only in her imagination... Still other than that she behaved honorably and even admitted to have gone too far at one point - and this gained her a great deal of respect in my eyes.

She might be wrong in her thinking and some of her words or actions might have been unnecessarily harsh, however she does not just speak egoistically on her own self-aggrandizing behalf like you and Rollocks do. Instead she obviously mainly fights for her beloved and her Sharükos which I unwillingly have to admire.

Unfortunately she slanders me just like you and Rollocks do when falsely claiming that I insulted the Emperor and/or the Fyros people. This is not honorable, dirties your valued principle of truth, and I cannot possibly apologize to her for something that did not happen.

But... if the honored Sharükos Lykos should feel that I have insulted him or the Fyros people I will of course bend my knee willingly and apologize to him as it was definitely not my intention to offend him nor the Fyros people, and I would indeed be sincerely sorry if I had given this impression.

P.S.: the last sentences have in the end also been my answer to the official note by Ambassador Arrlon:
"if the honored Sharükos Lykos should feel that I have insulted him or the Fyros people I will of course bend my knee willingly and apologize to him as it was definitely not my intention to offend him nor the Fyros people, and I would indeed be sincerely sorry if I had given this impression."
I will of course stand true to my word, if the Sharükos himself sends for me.

However I will just ignore matters if that same apology should be demanded from me by the Akenak. ...

Let's not forget that I for my part still demand an official apology (!) for slandering and spreading false rumors about my person and acting by you, Akenos Arrlon - if the Sharükos should not feel that I had offended him and/or the Fyros as a people.

The represantatives of Min-Cho and Jen-Lai will be contacted by open letters on their city - notice boards to inform them about what has been proposed and said by the represantatives of Hoi-Cho. Perhaps it might prove necessary to also write personal letters and send them via izam to all of the representatives of the Shi'zui that had introduced themselves or were mentioned at the national assembly of the Great Circles in Zora.

A very detailled protocol about what has been said during the assembly, about the phrasing of petitions and questions to the Sages and layouts of other plans can be found written in the dialect of Hoi-Cho at the notice boards of Hoi-Cho itself: #225

Protocol of the Assembly of Circles of Hoi-Cho in Min-Cho on Fallenor 16th in the second cycle of Atys-Year 2572 (OOC: March 19th 2013)

The honored Sage Sens (Gangi Cheng-Ho), representative of the dynastic circle Initiate Zhienkao Pai-Du, the Awakened Fey-Lin Liang, representative of Jen-Lai, Initiate Astarth, representative of Min-Cho, Honorary Initiate Zhoi, representative of Hoi-Cho, Yenno, Guardian of Shadows from Min-Cho, Shangfan, Tryker, Filira Salazar Caradini, Noble and representative of Davae, Chanchey Breggan, Taliar of Windemeer, Wasari Kealey-Abygrian, member of The Free Souls from Windemeer, Seternulon, member of The Free Souls from Windemeer, Scout Daomei Lin Carthan, former Akenak Rasaya Di Carlo, Lunamoon Lyeus, member of The Free Souls from Windemeer, Guardi (Ba'Guardi Lichan), member of The Free Souls from Windemeer, Yussif, member of The Free Souls from Windemeer, Hekate, member of The Free Souls from Windemeer, Sari Sarisa, citizen of Hoi-Cho

Agenda of conference:

* prize-giving to Seternulon for his help with decoding a part of an old amber cube

* possible kitin-threats
Kitin-mounds and goo-infested Kitins in the roots and the kitin-lair - seemingly mostly harmless at the moment

* responsibilities for the regions of the Witherings and defense
The cities have decided about the distributions, still that has to be confirmed by the Sages at the next Great
assembly in Zora

* outposts for the Kami-priests
The building of outposts at the old temple-sites has started, so the priests can work more reliably from there

* dealing with the kitin-mounds and the termite-plan of the Rangers
The Sages and cities have decided to decline the plan of the Rangers to treat kitin-mounds in the Witherings with "stimulated" termites. The representatives wish to work out their own means, either botanical or magnetic, preferably by working together on this with tribes like the Gibads, the Ancient Dryads or the Siblings of the Weed

* constitution for the Witherings/the Great Circles
The constitution is in the making by the Sages and should be finished soon

* law against the handling of Goo in the Witherings
In general all cities seem to agree with such a law, the details of phrasing might still have to be discussed

* establishing an academy in Zora
Min-Cho has agreed to this plan of Hoi-Cho, Jen-Lai at least does not strongly oppose to it

* private talk about burial-rites of the Zorai with Awakened Fey-Lin Liang
In Jen-Lai a prayer for the deceased has been spoken at the ceremony for the second Great Swarming by the Awakened Fey-Lin Liang. Seemingly the dealing of dead bodies of Zorai has not been made public; it was suspected that at least the mask or else the whole body might be given to the Kami...

Letter to the Sages:

This is what I asked our honored Council of Elders via an Izam to the Sage Sens / Gangi Cheng-Ho:

A) about public / official institutions in the jungle and the according contact persons

* the large library in Zora - is its existence known to all three cities?And is there a responsible homin who might be contacted if documents from the library are needed?
* Mabreka Cho's personal healer Tao Sian - is she well-known to everyone?
* we know of three generals of the Guild of Cho: Chan Ce-Jian (Jen-Lai), Dachi Han (Min-Cho) and Chai Tii-Van (Hoi-Cho) - are these our contact persons for the troops? Is there a commanding general perhaps for the Zorai-army?
* Scholars and researchers (like those who analyzed the goo-samples before the second Great Swarming came over us) - is there a contact-person too who would speak for those scholars and researchers?
* is there a state prison (some people like Nung Horongi have been imprisoned once I reckon)?
* are the wooden memorial stones (like behind the Kami altar in Zora) cemeteries? Are homins buried there?
* do these institutions exist anywhere in the jungle: emergency food storage, birthing centers, kindergartens, schools, universities, homeless shelters, nursing homes, theaters, museums, zoos, botanical gardens, any kind of institutions or facilities for arts and crafts, public baths (maybe a certain pond in the cities of intuition?)?

B) are there official funeral rites of us Zoraï?

C) voting rights in the Theocracy

* at the first national Assembly of the Great Circles in Zora there was one exemplary political vote - one vote per initiated guild, cast by one of their representatives. Will this continue to be our usual way for official votings or is there a possibility to establith different voting-rules?
* will there be a referendum like before for building temples in the jungle? Who would be considered as eligible to vote for this? (Or might this be decided by the work done by homins for the temples?) So can we expect an election for a possible Jena Temple?

Note: I also asked if the Zorai people or Circles will have a say when it comes to the locations of the temples, but lately there have been indicators that this will not be possible (technically, as the priests do not function so well when being placed anywhere else than at the old temple-sites).

D. fighting the Goo (event proposal)

I again suggested to the Sages the idea of the wise Awakened Sartyrica Gū Niang Yèguāngyún to officially let us fight against the existing Goo at the rims of the Witherings. A possible idea would be to start a similar research as the one when the Goo has spread before the second Great Swarming. Or to visit specific spots at the goo-edges daily to collect samples. Or to collect and deliver different types of goo (mission-materials). Or it might even be interesting to use/disrupt the Goo-sources (goo-spitting mounds) at the enemy tribes in the Witherings. Else other materials might be collected just as well, for whatever researches made by Zorai-scholars.

E. ambassador for the Zoraï theocracy

We have not yet decided about an or more official ambassador/s for the Zoraï. Is it allowed to elect more than one ambassador, like different ones for certain other nations?

F. ceremony of Hoi-Cho: memorial path for the second Great Swarming

Hoi-Cho made a suggestion for a ceremony concerning the second Great Swarming and the return to the New Lands. It was already made on 6 Pluvia in the 2nd Cycle of 2571 (OOC: January 7th 2013). In my letter to the Sages I asked them once again whether this idea would be practicably at all.

Jen Lai has already held their ceremony, Initiate Astarth as the representative of Min-Cho has personally met a Sage, but no Sage has responded to the idea of Hoi-Cho. However Hoi-Cho will need the help of officials to accomplish this ceremony…

This letter was first sent to the Sages 2 years (OOC 4 weeks) ago, the Sage Sens confirmed its receipt on Fallenor 16th in the second cycle of Atys-Year 2572 (OOC: March 19th 2013).

#27 [en]

Protocol for the second National Assembly of the Great Circles in Zora on Fallenor 15th in the third cycle of Atys-Year 2572 (OOC: April 6th 2013)

After the good news that Initiate Astarth, representative of Min-Cho has passed the test for Enlightenment and is now an Awakened, a list of topics for the National Assembly was put together by the Sages and representatives mentioning the topics they wished to talk about.

Dynastic Circle
* distribution of regions of the Witherings amongst the amber cities
The representatives of the three cities have agreed to the following solution:
- Jen-Lai will be responsible for the regions Knot of Dementia and Maiden Grove
- Min-Cho will take care of Cities of Intuition and the Grove of Umbra
- Hoi-Cho will take responsibility for the Void, except for the Gibads, and the Haven of Purity
- however Min-Cho will be responsible for relations with the tribe Tutors, while Hoi-Cho will take care of the Black Circle

* constitution for the Witherings
The constitution of the Theocracy might already be finished and presented at the next National Assembly.

* election of Ambassadors
No agreement has been reached for this topic as of yet. No representatives from Min-Cho were present until the end of the Assembly either. So the election of official Ambassadors had to be postponed. The Sage Sens suggested to ask for volunteers in the regional assemblies; and the sages will collect a list of all volunteers.

Circle of Reconstruction:
* founding of an Academy
While Hoi-Cho has requested an Academy in Zora and Min-Cho has agreed to that. The Awakened Fey-Lin Liang mentioned instead that something like this might already exist. She has already written a letter to ask Lingi Chon-Vao, curator of the Archives of Jen-Lai. The Sages plan to invite her to the next assembly. There have always been libraries, scientists and scholars in the Witherings. Also other tribes in the Witherings have scholars.

The Sage Sens / Gangi Cheng-Ho shared his thoughts that an Academy could work like a central council for all of these institutions that are now in disorder after the return from the Exodus after the Second Great Swarming. It might also be mentioned that other residents of Jen-Lai have voiced doubts about researches about Goo there, which Awakened Astarth has on the contrary especially suggested to be made at this planned Academy.

* public information board in Zora
The Awakened Fey-Lin Liang has asked for either a notice board or an herold who would inform interested homins about local evenst like the ceremonies for the Second Great Swarming or the seasonal endowment of Jen-Lai. The Awakened stated that she did not mean notice boards explaining the political systems, most important laws and political guilds like those that have been put up long ago in all capitals.

The Sage Sens explained that it would be possible to install a sign that could be updated by the representatives of the three cities and such would should show all important notifications for the Witherings. Fey-Lin Liang wished for this sign to be put up between the stables and the trainers. The representatives will be informed via Izam if and when this sign can be made by carpenters of Zora.

* transporter of New Horizons in Zora
The Tryker-company "To New Horizons" wished to know where their transporter should be placed since a relocation had been asked of them. The original request by Hoi-Cho has been to move it "close to the stables" of Zora. This time a location between the stables and the south entrance was suggested because of good visiblity for newcomers and the notice-board that will be put up between trainers and stables. The Sage Sens / Gangi Cheng-Ho decided that the functionaries of the Dynastic Circle shall choose a suitable location close to the stables.

* list of public institutions
The Sage Sens / Gangi Cheng-Ho wished to know the reasons to get a list of public institutions that my humble self has requested. A list of possible institutions has been sent to the Sages and also made public by open letters for some Atys-years already. Still the Sage mentioned that some things would be touching private documents of the administration. So my humble self gave my reasons: so that all three cities would have the same informations about these institutions that might formerly have been different for all of us.

The contact persons of these institutions should be known to all of the cities to be able to communicate with them properly via izam or invitation to assemblies. Also other countries would surely benefit from this knowledge, just like our representatives have also written letters to the Academies of Pyr in the past for instance. It might not be bad to put informations like these on the notice boards in the future too like the Fyros once had.

The Sage Sens / Gangi Cheng-Ho said that he will forward this request - but without any guarantees that all existing institutions can be listed because some of them are still reorganizing after the Second Exodus.

* voting rights
At national assemblies political agreements up until now were reached by voting amongst representatives of all initiated Shizu (guilds) or similar in the Witherings - one represantative for each guild having one vote. The Amazons Mysticia, who are Hamazans living in Maiden Grove, have stated that they do not wish to have voting rights for "Zorai-affairs", however they are able to talk about their concerns to the city-circles of Jen-Lai.

There might or might not be different types of elections for special topics like the building of temples in the future, maybe popular votes. The Awakened Fey-Lin Liang stated that (in her opinion) the Sages might ask for all the initiate's opinion if they will consider it wise; while my humble self asked to think this over well, since there could be deceptions; and established non-initiated inhabitants of the Witherings might be left out.

Circle of Spirituality:

* outpost for the Kami Priests
The outpost for the Kami Priests has been finished at the location of the former Sanctuary of Ma-Duk and the Kami Priests are now located there. The Sage Sens / Gangi Cheng-Ho thanked all who contributed to make this building possible. It seems that many Fyros have also helped to achieve this goal, so the Sages whished for the Zorai people to remember this "bond in Kamism".

* burial-/funeral-rites of the Zorai
Since no official documents about this topic have been be discovered Hoi-Cho has decided to ask the Sages about this topic. Once again the Sage Sens / Gangi Cheng-Ho enquired about the background of the question. Several reasons were mentioned: to be able to talk about our rites for the deceased amongst us Zorai based on the same informations for all of the cities, for a proper ceremony for the homins who died during the Second Great Swarming, and to know more about the function of the wooden memorial-stones in each amber city (cemetries?).

The Sage Sens held out the prospect of inviting an expert about this topic or maybe present a document about it later on.

Circle of Exploration:

* law against the Goo

A draft for a law against the handling of Goo has been made public a longer while ago , and Min-Cho has agreed to this. Jen-Lai agrees with such a law but has some conditions: the law should not reduce the value of preservation of nature and Atys, that shall prevail on this law. One phrasing of the old Treaty of four Nations might have stated that there should be no restrictions for transport neither for homins nor for goods.

(OOC: as feared it was phrased differently on Leanon and Arispotle though:
The Awakened Fey-Lin Liang also mentioned other treaties amongst the nations that were agreed upon later on that are not widely known and might have been made in private between certain political groups or leaders (OOC: different server-histories here!).

To err on the side of caution the Awakened suggested that the law should specify that Goo and anything corrupted by it should not be considered as a "good". This was considered a very good solution. The Goo as a part of the nothingness and a disease should not be considered a "good". The Awakened Fey-Lin Liang was asked to work out a phrasing for both of the additions that Jen-Lai has wished for. She would rather have another volunteer Initiate work on this though.

* fight against the Goo

The Awakened Sartyrica has wanted to make it possible for every interested homin and especially Zorai to help fighting the existing Goo in the Witherings. The basic idea would be to have homins collect Goo or Goo-infected materials and have them give it to an official gatherer in Zora, maybe to get titles from this. Goo that is usually harvested for Kami-missions could be given to this gatherer. Goo could be collected at a number of special spots at the rims of the Witherings on a daily basis. Goo-mounds of tribes could be reduced by chipping parts off. Also other actions could be performed to help with reducing the Goo at the rims of Atys.

The Awakened Fey-Lin Liang also wished to inform people about how to handle Goo without risking a contamination. This could also be mentioned within the law against handling with Goo. The Sage Sens / Gangi Cheng-Ho stated that Goo can be destroyed by homins using fire and fire-magic that Kami cannot use since it destroys sap. ("Destroying" goo-mission-materials counts as goo-destruction in the opinion of the Sage. And there are plans about events that will again offer possibilities to act against the goo.)
