Heretic's Hovel karavan TP is available to neutrals, picked it up on a fresh alt not too long ago.

Yep which makes the Lakes as the easiest accessable 250 zone for a neutral.

Sure.  If you already have the TP.  But getting it means trekking through the hellish Loria or HH.  Now Flaming Forest is just as easy to get to from the OO tp.  And getting the tp in the first place is a nice leisurely agro free walk from Pyr.
