You can join of course. Generally, Rangers are not enemy to anybody, and strive for maximum reputation possible for a neutral at the nations and the cults likewise.

They do not exclude anybody, which is also true for homins who joined the clans of the marauders. During their assemblies, marauder members frequently participated as visitors, especially in times when fights against kitins loomed.
