I had just installed the game and created account
after run patch were applied, but I have still no option
to choose russian language in configuration

the external configuration-tool (windows only) or the ingame configuration window?

if both don't have it you could try to modify the client.cfg (NOT client_default.cfg) and change the
LanguageCode         = "en";
to 
LanguageCode         = "ru";
or add it if it doesn't exist

i ran configure.bat and in GUI there were only 3 choices

some translations seems applies only to russian locale
changed back to english in order to avoid possible bad things
