Actualy servers was marge once as i remember! long time ago was 3 en, 3 gr, 3 fr servers and old game owners merge to 1 en, 1 gr, 1 fr as its now and noone didnt lose anything just rest all outposts.
Certainly an interesting idea to start everything from zero, to all players have an equal chance....but its up to Dev group :D

Actually it were 4 servers during launch
Aniro (french)
Arispotle (english Europe)
Leanon (German)
Windermeer (english USA)
Windermeer was merged into Arispotle only in 2005
Around the same time was a change of the support companies - originally it was MDO for Leanon and Aniro, Jolt for Arispotle and Themis for Windermeer and Jolt got the deal, this was still during the Nevrax times.
Then came the ring and the first bankrupt where GameForge took over the game - they kicked Jolt out after a while and created Cho as a new "international" shard for new players - this didn't work out though so Cho was merged into Arispotle as well.
Then came the big downtime after which WG saved "us" (our chars and the game) from oblivion... and now the next step in the reduction process is coming.
