I've got to agree with Jayce, cats being rare make them more valuable and more of a reason to fight over the outposts.
If the devs do decide on increasing the cat production I suggest opening up more outposts. It'd hopefully start up some new fighting over the resources and could also give the new marauder guilds a chance to get their hands on some OPs without starting an all out war against both the factions.
The current OP distribution seem a bit too fixed imo.
