In each case though, the design is dictated by the giver. Kami armor is given by Kamis, Karavan armor is given by Karavan, etc...if someone were to deny both, who would they get their armor or armor design from?
For this to work, and I am all for the addition of new art to the game, we would need additional neutral civ(s) which decry the 4 civs (and the factions if so decided). Then the new plans could be bought from them.
A solution to this is to introduce a new high level tribe in PR, have them hate everyone, but allow us to grind fame (maybe at the cost of all other civs). There is your marauder civ...where else would dissenters of the current civs or factions go?
Saying they would not band like this into a tribe is contradictory because players who want to be marauders band into guilds...
