Given the superiority of Choice+ gear compared to what is available on Silan, I'd say that a skill reduction of 75% while back in Silan would be appropriate. That would but Mainlanders at skill 63, making them still somewhat stronger than most Silan residents, but still low enough that it would be a bit tricky even for a master to try going solo. While some may say that 80% would be better, I must disagree; there are a number of Silan alts that are >50 already, and I think Mainlanders should be a bit more powerful... but only a bit. Low-60s sounds about right.
