Right now guild fame is based on what its members are doing
You forgot two main factors:
1. guild members changes ;
and 2. most people doesn't care about the guild's fame.
Currently, the guild fame is based on what a few players that may have left did. Basing the guild fame upon its current member's is the only way to guaranty it will truly reflects how the guild should be seen by other people.
