Championships?
Maybe the urge to murder everyone around ourselves can be mitigated by both regional and planetary championships of sort.
Have level bracket championships locally, allow challenge upward (i.e. lower level challenging higher, but not the other way). Those "winners" within level brackets can move onto "inter-tribal/national" championships.
If you bracket it say 25 levels, you could have 10 champion for each tribe/nation maybe even religion. Total 60, (4 nations+ranger+mara x 10).
Then the remaining 60 can duke it out in their bracket, leaving 6 Atys champions.
The process could take a whole year...
