Contrary to all rumours, boss spawns happen randomly. I read about people boasting to be able to predict boss spawns, but never saw a proof or convincing evidence for. Still there exist up to 3 possible spawns for each boss (certain bosses have only one) and the spawn time since last demise is random within a certain amount of time.
As to the proposal, I am opposed to. There are not so many PvE opportunities ingame that they can be sacrificed. In case new regions are created some additional PvP opportunities would be ok. Also, an additional NPC armor challenge via PvP would be acceptable though not on cost of the existing ones.
