The higher occs should be availble to Mara in camp. We are talking game mechanics here - why should one faction be excluded from game content without being given something else as compensation.
I don't have a problem witht that, exclusion of one block of players when compensated for something else can be fun. As I mentioned, The Rangers home base is in Alamati, if the Marauders need to go there too, then perhaps a 'Pathway' CAN be discovered Lore-wise. Or, give them something else that is equal. I also do not agree that marauders should have to go to a kara or kami temple, nor a NH guy to get to alamati.
