A few interesting questions which I believe require a little more thinking than just a simple "no, no, NO".

The last time I saw a large marauder presence within a Zorai city, they broke out a young marauder on trial for his crimes. The Zorai government were unprepared and a small handful of marauders managed to free their friend against the odds. You should be extremely thankful homins of other nations were there to witness the trial otherwise imagine the damage the marauders could have done.

The simple and astonishing fact that you want to allow marauders to roam your cities freely is a cause for serious concern. This could put countless citizens at risk. I have already made my views on the subject known and yet no reply has been offered. This proposition of your guild, stemming from your Shizu, could bring about the burning of your cities to the ground (Guy Fawkes style). It is therefore actually quite easy to wonder if your guild has any other ulterior motives at hand.

For such a reckless proposal, a proposal benefiting marauders and putting a Zorai city at risk, added with your quite obvious disgust towards the current theocracy, one could wonder if you had in fact had a change of heart.
