Much easier than the alt toon route.
I figured that if he just started playing he'd be on Silan next to Chiang the Strong. Any alt he would make would log in to the same spot and have the same problem...

I have replicated the problem in a couple of different areas and has so far always been the microvegetation. Lowering it to 80% or less also seems to clear up the problem in some of the sites.
This is interesting; so apparently it is only certain kinds of microveg that cause the problem.
