Yes. I tested it on the Karavan Welcomer in Fairhaven.
I can't reproduce that, same welcomer but on Yubo. If I accept mission (click ACCEPT button in "Accept mission?" window), it will close the mission list offer window (MISSIONS). The only window that remains is "Mission details" available under right-click on a mission in the list.
